Minutes of Meeting Wednesday, May 2, 2007
Town Hall Hearing Room, 7:00 p.m.

Present:  R. Dennis O’Connell, Gerald Parent, Barbara Gray, Ronald Harper; Rex Peterson, Assistant Town Administrator

Absent:  Alfred Pickard, Stephen Oliver, David Rowell

Chairman O’Connell called the meeting to order at 7:00 p.m.

Judy Taylor of the Wellfleet Housing Authority informed Planning Board of the Housing Summit to be held June 2, 2007 at the Senior Center.  She discussed lack of affordable housing’s impact on the town. She distributed copies of the Housing Needs Assessment Study and Summary prepared by John J. Ryan and discussed the statistics presented in the report.  Taylor expressed the hope that PB members would read the Ryan assessment, attend the Summit and continue the discussion at that venue.  

The Land Use Mapping Workshop will be held at the Senior Center on May 21, 2007, Rex Peterson said.  He explained that Cape Cod Commission would bring a variety of maps and overlays to the meeting.  The meeting’s intent is to generate ideas on zoning, build-out and resource areas in town.  A number of other committees and boards from Wellfleet and neighboring towns have been invited to the workshop.  

The revised Rules & Regulations review was resumed at Section III, but first Harper asked for a few clarifications on “Staking.”  Inconsistencies in “Cluster” definition and provisions also were considered.  Public Open Space (3.02) was discussed with a look at ownership and use of the 15% green space required in a larger subdivision.  “Large trees” could be specifically defined in Protection of Natural Features (3.04); additional language was added here.  Reverse Lot Frontage (3.07) was revised. Provision 3.08b on Streets was reconsidered.

In Section IV, Lot Shape (4.02) discussion concerned unusual lot configurations and resultant problems that could develop.  Monuments (4.02.c) was redefined. Roads (94.03.c) was discussed in terms of linking roads together.  

Gray discussed the Catholic Church project on Rte. 6.  MESA has issued some restrictions because of box turtles on the property, according to Gray.  Cape Cod Commission is interested in reviewing the traffic only, O’Connell said.  PB considered asking for a CCC traffic study.  Peterson said they can be asked for technical assistance.  There are also discretionary referrals, Peterson added.  Gray moved to refer the project to Cape Cod Commission for a discretionary referral.  Harper seconded.  Discussion followed, and it was generally thought that more members should be present before voting.  O’Connell also wanted more time to think about involving CCC.  O’Connell moved to table the motion.  Gray seconded and the motion carried 4-0.  O’Connell asked that the church and CCC come to a Planning Board discussion of traffic solutions.  A decision on CCC involvement  can be determined at the next meeting.  

Parent moved to approve the minutes of April 18, 2007.  Gray seconded and the motion carried 4-0.  

Gray asked that PB send a letter of appreciation to Shepley Wood Products thanking them for removing fencing from the Rte. 6 daffodils.

Gray moved to adjourn, Parent seconded and the motion carried 4-0. The meeting adjourned at 9:35 p.m.
